Definitely choose this over the rope way. Half the price and much better view and ambience. Went around 2pm and the crowds were small. There's two levels of 360 degree viewing area and some historical things to learn.

We arrived at Goryokaku Tower in the afternoon after driving from Lake Toya. The crowds were quite heavy, so we decided to have lunch first at the legendary local favourite, Lucky Pierrot Burger, just across the street.Redeeming our pre-purchased ticket voucher at the counter was straightforward, and despite the large number of visitors, we managed to board the elevator and make our way up to the observation deck without any hassle.At the top, we were rewarded with a stunning 360-degree panoramic view of Hakodate. We enjoyed admiring the beautiful cityscape from above and spent some time taking photographs. To our delight, we were also treated to the sight of a rainbow, which made the visit even more memorable.We spent approximately two hours enjoying the views and taking photographs before heading down. Overall, it was a pleasant and relaxing experience, and a great way to appreciate Hakodate from above before proceeding to explore the nearby Goryokaku Star Fort.
